* avoid re-declaration of constant variables
* Replace pthreads critical section with std::mutex
* ci - better naming
* cmake - increase minimum version to 3.11. Use project DESCRIPTION
* fix - do not treat string::find() return type as bool
* remove conditions that were always true
* remove condition that were always false
* Remove EXV_HAVE_GMTIME_R which is not used anymore
* pixelWidth_ was inherited from Exiv2::Image
The width & height variables in the TiffImage class need to be mutable
to be able to change their values on the getters pixelHeight() and
pixelWidth() ... Do not ask me why ...
* Remove superfluous if

* pvs:V730 not all members were initialized (time)
* pvs:V730 not all members are initialized

- Regression test for missing bounds check in MemIo::seek()
- Add bounds check to MemIo::seek(), this fixes CVE-2019-13504
(cherry picked from commit bd0afe0390439b2c424d881c8c6eb0c5624e31d9)
Additional fixes for 0.27:
- Add fix for the linux variant of MemIo::seek
- Change type of variable from unsigned to signed
Pimpl class Impl is stored in raw pointers which are allocated on the heap in
the constructor. However, the constructor can throw an exception resulting in a
memory leak as the destructor is **not** invoked.
=> A smart pointer is however properly deallocated.
